your smile?

average Israeli is in a moderate
mood. This, more than anything
else, accounts for the popularity
of the businesslike Peres and
Modai — and the public's will-
ingness to accept their rather
draconian economic policies. It
also explains a curious fact: In
the Ha'aretz opinion poll,
Israel's two most charismatic on
controversial Cabinet minister,
Arik Sharon and Ezer Weizman,
finished neck-and-neck — for
last place.
Although they disagree on
practically everything, Sharon
and Weizman have a great deal
in common. Both are former
military heroes. Each has a hot
political style, total self-con- .
fidence and an instinctive, non-
ideological approach to major
issues. And both men have per-
sonalities that arouse extreme
passions among supporters and
opponents.
Weizman and Sharon have
based their political careers on

their personal appeal. But
neither has been able to break
out of a narrow circle of en-
thusiastic followers. In 1977,
Sharon ran on his own ticket,
and received just two Knesset
seats. In 1984, Weizman fielded
a list that won three. Political in-
siders regard both men as poten-
tial spoilers within the major
parties; but few believe that
either has any real chance of
ever becoming prime minister.
There is considerable prece-
dent to support this assessment.
Israelis may admire military
types, but they seldom vote for
them. For years, Moshe Dayan
was a victim of this political im-
pulse, just as his protege,
Sharon, and former brother-in-
law, Weizman, are today. In
fact, no military man has ever
been elected prime minister
(Yitzhak Rabin was selected by
the Labor Party central commit-
tee, but never won a national
election). By and large, Israel's
leaders have been resolutely

civilian and, with the exceptions
of David Ben Gurion and Men-
achem Begin, mundane figures.

The essential moderation of
the Israeli electorate, coupled
with the current mellow national
mood, work against the ambi-
tions of Sharon and Weizman.
There is a deep skepticism about
the one-dimensional approaches
of both men, and a palpable
distrust of their characters.
Each is popular with a minority
of the voters — the Ha'aretz poll
put them both at about 25 per-
cent. But the great bulk of the
electorate wants quiet com-
petence and cautious leadership.
Both major parties have such
figures in abundance: Peres,
Rabin and Yitzhak Navon on
the Labor side, Shamir, Modai
and Moshe Arens for the Likud.
Sharon and Weizman will con-
tinue to make headlines. But it
is their less colorful colleagues
who will go on making Israeli
policy.
