tennis participants will spend
five or six days in Jerusalem,
tour the Galilee, spend eight
days in the Negev and at Eilat,
and have two weekends of hunt
hospitality with Israelis. They
conclude with a tournament at
Ramat HaSharon outside Tel
Aviv. He said some families
come with their youngsters,
touring Israel on their own and
occasionally reuniting with the
tennis participants.
The Israel Tennis Centers
were formed to give Israeli chil-
dren in disadvantaged
neighborhoods a recreational
outlet. More than 60,000 Israeli
children have participated, re-
ceiving free instruction, rac-
quets and court time. Adults can
use the ITC courts in the. eve-
ning, paying a nominal fee.
Before leaving the Tel Aviv
area, the journalists met with
Dr. Baruch Gitlis of the Harry
Karren Israeli Institute for
Propaganda Analysis in
Herzliya. Some 3,000 persons
each year hear the two-hour to
two-week seminars at the insti-
tute, which is sponsored by
Bar-Ilan and Tel Aviv univer-
sities.
Dr. Gitlis uses the institute's
library of propaganda films to
teach his subject, explaining
that propaganda was developed
by the Catholic Church in the
16th Century. He discusses ad-
vertising, showing how an
image is created by associating
a product with "beautiful girls,
strong boys, sunshine, and hav-
ing the time of your life."
He said the Nazis developed
propaganda techniques created
by the Russians, "and the same
techniques are now being used
by the Arabs and the PLO. The
minute these films try to project,
an image of the Jew, it ends all
talk of political settlement."
He used a Nazi propaganda
film, The Eternal Jew, and a
political commercial in the U.S.
to explain. The commercial
showed poor, starving refugees
in a dilapidated desert camp.
Most members of the audience
assumed that the film was made
by Arab propagandists. Paradox-
ically, the film illustrated the
problems of Jewish refugees
from Arab lands. The dialogue
referred to "expulsion from their
homes overnight," and "leaving
behind their belongings and in-
stitutions developed over cen-
turies."
"Propaganda works on an
image that has already been
created," Dr. Gitlis explained.
"It does not change opinion, but
reinforces opinion."
Some of the footage from the
Nazi film, which depicts Jews as
dirty, cheating businessmen,
was used in a 1975 PLO film,
The Battle of Jerusalem.
Dr. Gitlis said the institute's
programs are geared to the age
level and time requirements of
the participants. "It opens a new
world to them. They have to
think about it after. In many
cases, it exposes them to a world
they have never seen before."
