modernization program, a sig-
nificant portion of which will be
indigenously developed. Again,
the U.S. stands ready to support
Israel's requirements as effi-
ciently as possible."
While clearly harboring the
most serious reservations about
Israel's longterm ability to af-
ford the Lavi even at this late
date when so much money has
already been spent on the pro-
ject, Zakheim remains very
upbeat about the future course
of American-Israeli military
ties. "I am proud to be serving
in an Administration and in a
Department of Defense that, on
a day-to-day, sustained basis,
has worked more closely with
the'Mmistry of Defense of Israel
than • has been the case at any
time since 1948," he said.
The Pentagon official referred
to the enhanced strategic co-
operation of recent years, in-
cluding the establishment of the
Joint Political-Military Group
which oversees it. Over the past
two years, most of the top
American military brass has
visited Israel, including the new
chairman of the Joint Chiefs of
Staff, Admiral William Crowe.
There were a record 45 U.S.
naval port calls to Haifa and
Ashdod last year alone. The
U.S.. Navy has leased Kfir
fighters from Israel to simulate
MiG-21's in training exercises.
And the Navy and Marine
Corps have also purchased
Israeli-made Samson drones.
"Furthermore," Zakheim
said, "we are cooperating with
Israel in a variety of ways to im-
prove the weapons systems of
both countries. For example,
U.S. and Israeli engineers and
analysts are jointly evaluating
developmental smart munitions
for ground combat. We have
also reached agreement on joint
exploration of remotely piloted
vehicle initiatives. Ifi fact, we
have 27 other exchange agree-
ments that cover a host of
technical matters."
And the cooperation in the in-
itial phase of the Strategic
Defense Initiative moves ahead
as well. Zakheim said many
Israeli companies have already
expressed an interest in winning
some SDI contracts. Among
those he named were IA!, Rafael
Armaments Development Auth-
ority, and SOREQ Research
Laboratories. The Israeli univer-
sity community also stood
ready to get involved. "These
groups have come up with
numerous ideas," he said, refer-
ring to an improved rail gun
"which we in the U.S. see as a
means of defeatiiw missiles but
