Without addressing the matter of the Lavi directly, Zakheim went pub- lic in urging Israel to tighten its own military planning and budgeting sys- tem in order to acquire the best mili- tary equipment, possible at the lowest price. Israel, simply put, cannot afford any large-scale mistakes. "These efforts demand people and time, and expertise and dedication of the highest order," Zakheim said in a carefully-prePared speech in Wash- ington. "I found that my Israeli coun- terparts are second to none in their dedication and expertise, but are far fewer in number (than in the U.S.) and as a result, have far less time to devote to critical program, system and cost evaluation tasks.
