Israel To Avoid
Confrontation On
Saudi Arms Sale

Jerusalem (JTA) — Israel will
avoid an open confrontation
with the Reagan Administration
over its plans to sell $300 million
in advanced weaponry to Saudi
Arabia, political observers here
said last Monday. The govern-
ment will continue, however, to
maintain its long-standing ob-
jection in principle to the sEde of
U.S. arms to avowed enemies of
Israel.
That policy appeared implicit
in a statement issued by the
Prime Minister's Office which
asserted that "reports according
to which Israel has intimated to
the U.S. that it will not oppose
the arms deal with Saudi Arabia
have no basis. Israel adheres to
its opposition to arms sales to
countries that are in a state of
war with it — a stand well
known to the U.S. Administra-
tion." '-
According to obi t rvers, this
means Israel will of mobilize
its supporters in ngress and
the U.S. Jewisli community for
a knock-down, drag-out light
such as it waged and lost in 1981
against the sale of AWACS
reconnaisance planes to Saudi
Arabia.

.S. Repudiates
Official's Words

Washington (JTA) — The
State Department last week
dissociated itself from remarks
by one of its Near East officials
in which he labelled Israel's
bombing of Beirut as "terror-
ism" and called some PLO ac-
tions "legitimate acts of
resistance.
The. official, Gordon Brown,
director of the office of. Arabian
Peninsula Affairs, made the re-
marks in a satellite interview
with Arab journalists on
"Worldnet," a program of the
United States Information
Agency.
Brown was repeatedly pressed
by the journalists on the Admin;
iistration's definition of ter-
rorism and who it includes. Al-
though stressing that he was
"not an expert" on the terrorism
issue, he finally responded by
suggesting that some PLO guer-
rilla actions are legitimate.
After receiving a request from
'the Israel Embassy here for an
explanation of Brown's remarks,
the State Department informed
the Embassy that Brown had
misstated the Administration's
policy. "This was a case of a
fellow that was on the program
to discuss,. U.S.-Gulf financial
transacations, an idea in which
he has great expertise, and he
got a question from out on left
field that he didn't know how to
deal with," a spokesman for the
Department's Near East Bureau,
Michael Austrian, said.
