The Senate ratified the United ations Convention on the Pre- ention and Punishment of the rime of Genocide by an 83 to 1 vote. The vote came almost 37 ears after President Truman, ho signed the Convention on ec.11 ,1948, submitted it to the enate and after 97 other coun- ies have ratified it. Proxmire said he was disap- ointed that the effect of the eaty has been weakened by the clusion of reservations main- ning the right of the U.S. not o submit certain matters vered by the convention to the orld Court and preventing the eaty from superceding the .S. Constitution. The treaty, which declares enocide, whether in peacetime r wartime, a crime under inter- ational law and defines it as illing or harming national, thnic, racial or religious groups r members of those groups. Proxmire credited Reagan's upport for the treaty with its atification. Credit is also being yen to Sen.
