The Senate ratified the United
ations Convention on the Pre-
ention and Punishment of the
rime of Genocide by an 83 to
1 vote.
The vote came almost 37

ies have ratified it.
Proxmire said he was disap-
ointed that the effect of the

ning the right of the U.S. not

The treaty, which declares
enocide, whether in peacetime
