enate Ratifies
N Genocide
onvention
Washington (JTA) — Sen.
illiam Proxmire (D.Wis.), who
s urged Senate ratification of
e Genocide Convention every
y the Senate has been in ses-
on since Jan.11, 1967, said last
eek he was "delighted" it had
nally occurred.
The Senate ratified the United
ations Convention on the Pre-
ention and Punishment of the
rime of Genocide by an 83 to
1 vote.
The vote came almost 37
ears after President Truman,
ho signed the Convention on
ec.11 ,1948, submitted it to the
enate and after 97 other coun-
ies have ratified it.
Proxmire said he was disap-
ointed that the effect of the
eaty has been weakened by the
clusion of reservations main-
ning the right of the U.S. not
o submit certain matters
vered by the convention to the
orld Court and preventing the
eaty from superceding the
.S. Constitution.
The treaty, which declares
enocide, whether in peacetime
r wartime, a crime under inter-
ational law and defines it as
illing or harming national,
thnic, racial or religious groups
r members of those groups.
Proxmire credited Reagan's
upport for the treaty with its
atification. Credit is also being
yen to Sen. Richard Lugar (R.
nd.), chairman of the Senate
oreign Relations Committee,
d Senate Majority Leader
obert Dole (R. Kans.).
