51 Etectro ysk by Diane Cee THE Austria Amends Penal Code On Neo-Nazis Vienna (JTA) — The Austrian Parliament last Monday unani- mously adopted an amendment to the penal code that will make it easier for the authorities to en- force laws against the dissemin- ation of neo-Nazi and anti-Semi- tic propaganda. Existing laws provide for stiff penalties, fines for neoN azi ac- tivities are high and the min- imum prison sentence is 10 years if convicted. But precise- ly for those reasons, juries have been reluctant to bring in a guil- ty verdict, especially if the ac- cused are juveniles, as many ar- rested for distributing Nazi propaganda are. Meanwhile, high school teachers in Vienna and in the provincial capitals have com- plained of the recent flood of racist and anti-Jewish leaflets spread by far rightwing groups. Under the amended law, the police, not the courts, will fine violators. The police, moreover, no longer need a court order to confiscate neo-Nazi material to present in evidence.
