Aliyah Department
Defends Director
Carl Alpert is unfair in his
criticism (Dec. 27) of the chair-
man of the Aliyah and Absorp-
tion Department, Mr. Chaim
Aron, whose appointment was
enthusiastically supported by
the non-political lay leadership
of the Jewish Agency. They ac-
cepted his nomination over
otheY-can- didates4ecause of his
excellent service to his country
as Ambassador to Columbia,
and on account of his record of
many years of volunteer work
wthin the aliyah framework.
In fact, Mr. Aron came into
office just prior to Operation
Moses, and his department,
under his chairmanship, de-
serves the credit due for an out-
standing role in this rescue op-
eration that made enormous
demands on the absorption
capacity and facilities of the
Jewish Agency. Certainly, this
major aspect of aliyah work has
proven beyond any doubt that
the Department is a viable and
effective organization.
None, however, can deny that
aliyah from the West has been
on the decrease in recent years.
But it is less than honest to
imply that the Aliyah Depart-
ment is at fault. All of us are
aware how economic and other
conditions have been a signific-
ant factor in the decline. Aliyah
shlichim know that Jerusalein
has no sleight-of-the-hand re-
medies for potential olim that
are seeking employment and
housing opportunitis. Mr. Alpert
presumes to generalize about
the relationship of the shlichim
with the department in
Jerusalem. He certainly could
not have interviewed many of
them. Had he done so, he could
not charge Mr. Aron as he does.
On the contrary, since Mr.
Aron took office, there are more
Americans than ever before
working in the department for
aliyah from North America, and
the cooperation between the de-
partment and the olim societies,
such as A.A.C.I., has never been
better. The department has also
formed close cooperation with
many Jewish federations in the
United States in order to
encourage community involve-
ment in aliyah. Moreover, the
North American Aliyah Steer-
ing Committee is chaired by the
Department's new Director Gen-
eral, David Levine, a man whom
even Carl Alpert admits is "a
remarkably good choice."
As to the variety of charges
made by. Mr. Alpert, ;hey are
baseless and almost preposter-
ous. The current budget of the
Aliyah Department is a matter
of public record. It is approved
by the independent governing
bodies of the World Zionist
Organization and the Jewish
Agency, and is widely dissemi-
nated.
Neither is there any truth to
the exaggerated number of em-
ployees, since the WZO, as a
whole, has been reducing staff
by more than 15 percent, even
before the Israeli government
ordered additional cuts in man-
power throUghout the Israeli
economy. Nor is there an exag-

gerated number of vehicles at
the disposal of the department
staff. Such assignments are con-
ducted by an independent inter-
departmental committee in ac-
cordance with the strictest
criteria. No departmental
chairman has the authority or
ability to influence the decisions
of the committee.
The Aliyah Department is not
without fault, but the only in-
discretion that it may be guilty
of has been the failure to enter
into a vitrolic exchange with
Mr. Alpert whose conception of
the department is not without
political bias.

Half-Jews,
No Commitment
I would like to address the
(Jan. 17) article written by
Robin Margolis concerning
"half-Jews." Instead of having a
group that is comprised of
people in limbo over their reli-
gious beliefs, I would rather see
these persons make a commit-
ment to one%eligion or the
other.
I can understand Robin's
mother not wanting to confuse
the issue by having two reli-
gions in the house. She was a
brave lady, one that I respect.
She gave her children a single
belief. Robin would be better off
dismantling her group and
encouraging these "half-Jews" to
explore their own faith and be-
come active in living that faith
as God instructs them to do ...
