U.S. Reports Progress
Towards Peace Talks
Washington (JTA ► — The
State Department said last
Tuesday that a recent series of
separate meetings between
Assistant Secretary of State
Richard Murphy and the Israeli
and Jordanian heads of state
had produced progress in efforts
to find a formula for Middle
East peace negotiations. But it
continued to caution against ex-
pectations of any major break-
through.
Murphy was sent to Europe
for meetings with Israeli Prime
Minister Shimon Peres and
King Hussein of Jordan in ail at-
tempt to find a formula for an
"international context" that
would lead to direct negotia-
tions between Israel and Jordan
and to seek agreement on the
nature of Palestinian represen-
tation in such a conference.
State Department spokesman
Bernard Kalb said that "very
specific ideas were explored,"
and added emphatically that
"progress was made." But
repeating earlier statements of
caution, Kalb stressed that pro-
gress in the peace process will be
"incremental," rather than in
the form of any dramatic break-
throughs.
Meanwhile, two other Middle
East envoys, Wat Cluverius and
Deputy Assistant Secretary of
State Roscoe Suddarth, were in
Amman, following a meeting
between the Jordanian monarch
and Palestine Liberation Organ-
ization chief Yasir Arafat.
King Hussein is said to be
seeking Arafat's acceptance of
two key UN Security Council
resolutions on resolving the
Arab-Israel conflict, in order to
satisfy(American conditions for
talking with the PLO. The long-
standing U.S. conditions also in-
clude the PLO's recognition of
Israel's existence.
While Hussein has sought the
inclusion of PLOapproved
Palestinians in any delegation to
peace talks, Israel opposes the
participation of PLO members.
