and scores were wounded, the
President (on January 7) im-
posed economic sanctions
against Libya including the
freezing of Libyan assets in the
U.S. In ordering the sanctions,
the President charged that
Libya is a base for inter-
national terrorism, pointing
out that Col. Qadhafi had
aided and abetted terrorists
who attacked the airport
passengers.
How can the U.S. stop
Qadhafi's attacks and ter-
rorism in general?
"I think (it would help) if
more countries would join us in
isolating Mr. Qadhafi so that
he realizes he is isolated from
the world," the President
replied. "We have made our
beliefs known."
Deputy Secretary of State
John Whitehead is now visit-
ing nine countries in Europe to
discuss steps that our allies
could take against Libya.
As for how he could per-
suade our allies to see the
dilemma the way the United
States sees it, Mr. Reagan
remarked: "It should be easy
for them to see because they're
more a target as to the. epi-
sodes or the incidents happen-
ing in their territory. There
have been far fewer such
episodes of terrorist bombings
and violence in our country.
"I can't help but think when
we see — on television — the
precautions now taken — men
carrying machine guns, sub-
machine guns in the airports to
protect innocent people — do
they want to go on that way?
Is that how they forsee the
years ahead — a constant
armed guard of that kind every
place where innocent people
congregate? Or, can we find an
,answer to isolating and then
litinging some reason to this,

and ending this . terrorist
threat?"
Mr. Reagan stressed that he
is "very proud" of the fact that
-since "this terrorist war
began," the United States has
improved its intelligence to
such an extent that in coor-
dination with other countries,
it has headed off and aborted
126 planned terrorist opera-
tions during the past year.
Most Arab leaders and the
Palestine Liberation Organiza-
tion maintain that the main
cause of Middle East violence
and terrorism is that many
Palestinian people still have no
homeland — the West Bank
and Gaza, which are now under
Israeli occupation.
While President Reagan is
concerned about and sym-
pathetic to the need for solu-
tions to the extraordinarily
complex problem of the Pal-
estinian people, he believes the
Palestinian frustrations of not
having a homeland is not the
real reason for terrorism, and
that the terrorists have a dif-
ferent agenda from Arab —
including Palestinian — mod-
erates.
President Reagan told me:
"I think any peace negotiation
between Israel and the Arabs
will have to deal with the pro-
blem of the Palestinians,
especially those who have
become refugees and are
without a home."
Then you don't think the
'lack of a homeland for the
Palestinians is the root cause
of terrorism?
"No, I don't think so," he
concluded. "I think it is giving
a great excuse to some of those
people who have their own
goals, their own aims, and
their own targets."
