Col. Qadhafi has proposed
that Mr. Reagan visit him in
his Bedouin tent in Libya
where the Libyan leader
"would prove I'm not a ter-
rorist." Soon after, he de-
scribed Libya as a "base for
, the liberation of Palestine" and
pledged to train and eqnip
Arabs guerrillas for suicide
missions.
At the same time, he said if
Mr. Reagan would officially in-
vite him to the United States,
he would be glad to com-
municate his views to the
President and other officials.
President Reagan, in re-
sponse to my question as to
the possibility of any dialogue
with Mr. Qadhafi, put it this
way: "There would have to be
some great changes in Mr.
Qadhafi for us to have a
dialogue because of his con-
tinuing monologue.
"For one thing, this dream
he has of an almost world
revolution in which they would
create a great Islamic state,
which he himself indicates
could only be done with exten-
sive bloodshed and terrorism
and assassinations and so
forthe — well, that is not a
dream. That is a nightmare."
Describing the frustrations
of a super power trying to take
military action against ter-
rorism, the President reflected:
"The frustrations we have
with all of the terrorism is how
to respond legitimately and
without endangering innocent
people. To simply respond and
commit a terrorist act of our
own in response to one, that is
not an answer to the problem.
"For example, let's take the
two great tragedies in Lebanon
the bombing of our embassy
and the Marine headquarters.
In both cases, the perpetrators
were also destroyed — in
suicide missions. So when we
think of striking back, we have
to think, how can we find who
is responsible?
"Who sent them? Who talked
these poor fanatics into giving
up their lives in this way with
a promise of a quick trip to
paradise?
"And then, when we con-
sider the Vienna and Rome air-
port attacks — the perpe-
trators are either dead or
wounded and in hospitals and
are prisoners now and should
be• prosecuted."
Mr. Reagan continued: "We
have sufficient' evidence that
this group had the backing and
support of Mr. Qadhafi. But
we cannot just strike blindly at
the Libyan people. It's a real
problem, and we will con-
tinue . . (to search for ,solu-
tions . . . )"
