In Israel, Premier Shimon
Peres said last week there. was
no need to declare war on Libya.
It would be enough simply to
impose economic and legal sanc-
tions against the regime of Col.
Muammar Qaddafi accused of
aiding the perpetrators of inter-
national terrorism.
Peres • spoke to high school
students hours before President
Reagan announced at .a Wash-
ington press conference that he
has ordered full economic sanc-
tions against Libya.
The Premier noted that Israel
agrees with the U.S. call for in-
ternational cooperation against
Qaddafi — made before the
President announced sanctions.
He observed however that some
European countries are reluc-
tant to cooperate in sanctions
far purely economic reasons.
Peres described the Libyan
leader as "a clown, a murderer
and a liar, all at the same
time." Reagan referred? to him
as a "barbarian" who is a
"flake."
In a Mated development, an
angry dispute developed in Vie-
nna over former Chancellor
Bruno Kreisky's defense of Qad-
dafi against charges that he was
a supporter of international ter-
rorism.
Kreisky, whose Socialist Party
still governs Austria, said in a
television interview last week in
Paris that he has "plenty of re-
liable evidence that Qaddafi was
not involved in this thing (the
Rome and Vienna attacks)."

Wallenberg
London (JTA) — The Hunga-
rian government has paid an
unprecedented official tribute to
Raoul Wallenberg, the Swedish.
• diplomat jailed by the Soviet
Union after saving thousands of
Jews during World War II.
It has also hinted that it is
ready to rehabilitate a national
monument to Wallenberg
erected in Hungary after the
War, at a time when Wallen-
berg, declared dead by the Rus-
sians, was actually a secret
prisoner in Moscow.
The statue, by sculptor Pal
Patzay, was commissioned by
Jewish bankers, in gratitude to
their young Swedish saviour. It
depicted a man wrestling with a
snake. A medallion of Wallen-
berg's profile and an inscription
in his honor were fixed to its
plinth. •
The monument disappeared in
1949 on the night before it was
to . have been unveiled in
. Budapest, and was quietly re-
erected four years later at a
pharmaceutical works in the
provincial town of Deron strip-
ped of all reference to Wallen-
berg.
This week, however, the Hun-
garian Ambassador 'to Britain,
Dr. Mayas Domokos, declared
that his country honors the
memory of Wallenberg and of
firmed that, anonymous statue
in Debrdrecen is really a tribute
to,the missing Swede..
