Jerusalem (JTA) — There were rowdy scenes in the Knes- set last week arid the two religi- ous members were rejected by the speaker during Agudat Is- rael's non-confidence debate on the Mornion University Center in Jerusalem. The. motion was as expected, defeated. The Aguda MKs, Rab- bis Avraham Shapiro and Menachem Porush, were joined by only three other MKs in sup- port of the motion: Eliezer Waldman and Gershon Shafat of Tehiya and Avraham Werdiger of Morasha. Other members of Tehiya and Morasha abstained, Shas did not participate. It - was clear from the outset that the two-man Aguda faction would receive almost no support for its motion, and that the coal- ition was in no danger. Nevertheless, Aguda's two MKs and others from the religious parties maintained a racous cacophony during the govern- ment reply, delivered by Energy Minister Moshe Shahal (Alignment-Labor). Eventually, the Deputy Speaker, Aaron Nahmias, or- dered ushers to escort Werdiger of Morasha and Porush of Aguda out of the chamber. Porush, winding up the debate for Aguda, announced that his party would not leave the coali- tion, triggering angry comments from 'Mapam leader Elazar Granet. There was a question among Knesset .members and par- liamentary observers as to whether Aguda would be forced to quit the unity coalition gov- ernment because it has tabled a non-confidence motion. The. law —. the "government discipline law (1962) — is unclear on this precise point because Aguda, while a partner in the coalition, has no minister in the cabinet. The wording of the law refers . only to coalition parties which have Cabinet Ministers — the usual case — and forbids them to present no-confidence motions on pain of forfeiting their coali- tion membership. Shapiro, who spoke for Aguda from the rostrum, maintained that the motion was "a protest" by his party, implying that Aguda wanted to get away with tabling the motion and staying subsequently inside the coalition foldn But Shahal, a lawyer by pro- fession, asserted in his reply that Aguda could not have it both ways. Nevertheless many observers predicted that Premier Peres, the Labor Party leader, would engineer matters so that Aguda might remain in the coalition. He is said to be anxious not to cut his links to the party — in case a future downfall of the unity government necessitates his wooing Aguda and other re- ligions parties into a narrow government. Shapiro charged that while the unity government, in its 16 months in office, had done a great deal on the economic front and on the Lebanon front it had "done nothing for the Al- mighty." The Brigham Young Univer- sity Center going up on Mt. Scopus, "opposite the Temple Mount," as Shapiro pointed out, was "neither a church nor a university" — to neither of which institutions he objected. It was a center whose purpose was to lead, Jews away from their faith, he asserted. Shapiro is understood to have gone ahead with the no- confidence motion at the specific behest of his spiritual mentor, the aged Chassidic Rebbe of Gur, Rabbi Simcha Binum Ah ter. Other spiritu0 leaders have ' • been less certain about forcing a crisis over this issue, and Rabbi Eliezer Shach of Bnei Brak is reported to have instructed- Shas,' four MKs to stay out of the chamber •during the vote. Shahal in his reply said Shap- iro was_voicing no-confidence "in the wrong government." It was the previous, Likud-led govern- ment that had .given all the re- quisite licenses and approval for BYU to construct its center. Shahal referred to the Cabinet decision to set up a Ministerial committee under relgious affairs Minister Dr. Yosef Burg to monitor the center. And he vowed that the extant anti- missionary legislation would be applied instantly and forcefully if any attempts at missionizing came to light. Shahal said that with all the licences having been issued leg- ally it was too late now to cease the building work. Aguda, and the other religious parties, are demanding that the work stop while the Burg ministerial committee deliberate on the matter. But Educational Minister Yitzhak Navon (Labor) is at the head of a strong group of Ministers wilco oppose that op- tion and insist that the work proceed at the site. • , New Group Burlington, Mass. — Stars of David, a new national support network for Jewish and partly- Jewish adoptive families, has been formed.
