Gluckstern married a physicist, Dr. Robert Gluckstern, at a young age. She had three children and moved from campus to campus ac- ross the country, as her husband advanced his career. "I knew, and don't ask me how I knew, that if I didn't go back to school when I got to be 40, I would be a very unhappy woman," says Gluckstern. She began with night college courses in the early 1950s and graduated with a history degree from Southern Connecticut State in 1964. She subsequently re- ceived a master's and Ed.D degree in counseling psychology from the University of Massachusetts. At the height of student riots in the late 1960s, she was asked to train officers in handling rebelli- ous college students. Sub- sequently, she WhS a consultant for numerous penal institutions and began reforming jails in Washington, D.C., Maryland, and Massachusetts. Her work at Patuxent has won praise. But the prison has also been the subject of critical reports in the news media. Gluckstern al- lowed the crew of Sixty Minutes to spend three weeks at Patuxent for a story last summer. The program was generally favorable, showing how the prison rehabilitates the criminals. But the report did mention the tragic case of Willie Howard. Howard, a convicted rapist, was paroled after almost nine years. When Howard was on parole, he raped two more women. Correspondent Ed Bradley probed Gluckstern about the case. "We made a mistake. There's no way I can defend that," the war- den responded. "There was an error in judgment. Again, and I have to go back to the recidivism rate, are we allowed to make an error in judgment?" Because if you're going to have an institu- tion like this or any institution, and you're going to have parole, then you're going to have errors in judgment and you're going to have to be allowed a certain racidivism rate. We cannot guarantee 100 percent success." For each failure, Gluckstern says, there are hundreds of suc- cess stories at Patuxent. And that is what makes Norma Gluckst- em's job worthwhile. ❑ Study Reveals `Mismatch' All certified Kosher by the Metropolitan Kashruth Council 'of Michigan Products of the C. F. Burger Creamery. New York (JTA) — In the typi- cal Jewish school, there is "a mismatch between what many parents want and what the best Jewish educators envision," ac- cording to a new study by the American Jewish Committee. The study, "Accountability in Jewish Education: A School- Centered Model," contends that the "mismatch," in addition to limitations of personnel and re- sources for the school, makes rare , genuine accountability and ac- ceptance of responsibility, with- out which there cannot be effec- tive Jewish education.
