Mr. Begin and then under Mr.
Yitzhak Shamir, was a period
of bitter frustration and
humiliation for the Labor
Party leader. It was a period
when Israel's substantial
Oriental population came of
age politically and turned
decisively against the elitest
Labor Party in favour of Mr.
Begin's particular brand of
triumphant populism.
Shimon Peres, the Polish-
born politician who writes
poetry late into the night,
could not appear in any of
Israel's generally poor devel-
opment towns, which are over-
whelmingly populated by
Oriental Jews, without being
pelted by tomatoes and pre-
vented from speaking by a
chorus of derision from the
mocking crowds.
At the time, he was reported
to have remarked with heavy
irony that at least he was help-
ing the agricultural sector.
The country was awash with
rumors — quite unfounded, in
the event — about his personal
life, his luxury penthouse, his
concealed wealth, his cold man-
ipulative style and, above all,
his unbridled political ambi-
tions. His detractors loved to
echo the question asked about
Richard Nixon: "Would you
buy a used car from this man?"
By all political accounting,
Shimon Peres should have won
last year's election with a
sweeping majority. The coun-
try was mired in a disastrous

military adventure in Lebanon
and was facing economic ruin
after years of free-wheeling
spending, which witnessed a
proliferation of videos, color
televisions and other luxury
goods — and gave Israel an an-
nual inflation rate of around
500 percent.
Instead, though, Mr. Peres
only just managed to carry his
party to a dead-heat with Likud,
a result which led to the present
awkward and unhappy mar-
riage of the Labor and Likud
parties in a government of na-
tional unity.
With that, Mr. Peres won
half a loaf of power — in terms
of the coalition agreement, he
will be prime minister until
next October, when he and the
Likud leader, now foreign
minister, will swap jobs for the
remaining half of the govern-
; ment's life.
What Shimon Peres has
made of his half loaf, however,
has surprised everyone. In 14
