Television has that wrenching effect on public opin- ion." He also said the media will have to become as punctilious about political advertisements in reference to Lebanon as it is about grocery ads. On a question about OPEC and oil prices, Will said the U.S. State Department was pernici- ous with Israel "even when the price of oil was $2 per barrel." There are simply more Arab capitals than Jewish capitals in the State Department's eyes. Re- ferring to Jerusalem, Will said the State Department believes that Israel has no capital. In his opinion, the U.S. should locate its Israeli embassy in East Jerusalem, and put a halt to Arab aspirations. Adding the Russians to the "non-existent" peace process would be "bad for everybody. The Soviets are not interested in peace," he said. "They are just interested in victory." Asked about Sen. Inouye's bill to halt planned cuts in Israel's interest payments to the U.S. in the wake of the Pollard case, Will said, "The real slippage will come when people are forced to choose in a zero-sum budget game" — another refer- ence to the Gramm-Rudman. bill. In a statement which elicited the greatest positive response. from his audience, Will said he was opposed to the search for moderate Palestinians to negotiate peace with Israel. "Jordan is Palestine," he de- clared. "Most Jordanians are Palestinians. Jordan was created from Palestine. Nations must deal with nations. They can't start dealing with ter- rorists as quasi-states." Jewish Welfare Federation President Joel Tauber opened the meeting, recognizing Feder- ation leaders and Campaign Chairmen Paul D. Borman and Stanley Frankel. Borman an- nounced that the 1986 Cam- paign is opening with a total of $16.7 million pledged, some $2 million above the same point in the 1985 Campaign. But Bor- man admonished the crowd that much work needs to be done to achieve the 1986 Campaign goal of $25 million, which is $3 mil- lion more than the 1985 total. Borman described the needs in Detroit, in Eastern Europe and in Israel, saying that "time does not stand still for Jews in need or in trouble."
