that Israel could be expected to
cooperate with the United
States in the investigation. The
sessions in Israel were to be
held behind closed doors. Israel
is determined to try to give
them as little visibility as possi-
ble.
Shultz added: "We expect
matters to go forward expiditi-
ously and properly."
Asked specifically about the
recent espionage cases in Wash-
ington involving alleged agents
of Israel and China, the Secre-
tary said: "Obviously, we are
concerned about all espionage
against the United States from
whatever corridor, and that goes
across the board."
U.S. officials have conceded
that Israel's willingness to ex-
pose her representatives to such
interrogation is without prece-
dent in diplomatic history. They
said that Israel was apparently
prepared to cooperate in an ef-
forts to limit the damage to
overall U.S.-Israeli relations
from the affair.
Shultz, who personally has
taken the lead in Washington in
trying to repair the damage, had
reached an informal agreement
with Prime Minister Shimon
Peres a week earlier to allow
U.S. investigators to travel to
Israel to interview the Israeli of-
ficials.
The two men spoke at length
by telephone before the Israeli
Cabinet's formal and public
apology. That Israeli statement,
in turn, lead to a very receptive
reaction by Shultz, praising the
Israeli announcement as "excel-
lent."
Through normal diplomatic
channels, there had been in-
tense discussions all last week
between U.S. and Israeli offi-
cials attempting to iron out the
exact ground rules of the U.S.
visit to Israel. Arens and other
Israeli officials secretively came
to Washington late in the week
to complete the details.
Israel is anxious to maintain
the tradition of diplomatic im-
munity for its officials while at
the same time offering some de-
gree of cooperation.
Well-informed sources said
the Israeli officials will be able
to cite Israel's national security
interests in refusing to answer
certain questions. They said the
meetings will take the form of
"interviews," rather than for-
mal, sworn testimony.
U.S. officials said they want
to question Rafael Eitan, a
senior Israeli intelligence opera-
tive and former adviser on
counter-terrorism to Prime
Ministers Menachem Begin and
Yitzhak Shamir. He has been
reported to have been the senior
Israeli official involed in dealing
with Pollard, the naval intelli-
gence analyst who was arrested
outside the Israeli Embassy on
Nov. 21 and charged with es-
pionage.
In addition to Eitan, the
Americans also want access to
the two Israeli diplomats who
returned to Israel on the day
after Pollard's arrest. They are
