Funds Misappropriated,
West Bank Expert Says
Tel Aviv (JTA) — Meron
Benvenisti, probably Israel's
leading authority on the democ-
raphics of the West Bank,
charged last week that the gov-
ernment and the World Zionist
Organization are pumping
money into unproductive set-
tlements in the territory at a
rate far higher than funds made
available per unit or per capita
to needy settlements and vil-
lages in Israel proper.
Most of the Jewish settle-
ments in the West Bank are too
weak to sustain themselves and
would collapse if the govern-
ment stopped pouring in money
to prop them up, Benvenisti, a
former deputy mayor of
Jerusalem, told a press confer-
ence in Tel Aviv Nov. 24.
Benvenisti heads the West
Bank Data Project, a private Is-
raeli research organization fi-
nanced by the Ford Foundation
and the Rockefeller Foundation.
He reported that the Jewish
population of the territory in-
creased by 21.5 percent last year
to number about 51,600. But the
main increase has been in the
areas in the immediate vicinity
of Jerusalem and the Tel Aviv
region where two-thirds of the
Jewish population of the terri-
tory resides.
In a related development,
Mayor Abdul Hamid Abu-
Sneine of Kalkilya, an Arab
town in the West Bank, has of-
fered a reward of 1,000 Jorda-
nian Dinars for information
leading to the arrest of the per-
son who shot an Israeli in the
Kalkilya marketplace last
Saturday afternoon.
The victim, Yitzhak Ron, 43,
of the nearby settlement of
Salit, was described in good
condition at Beilinson Hospital
in Petach Tikva where he was
treated for a bullet wound in the
neck. The Kalkilya Mayor vis-
ited him at the hospital Sunday.
Iraq Backing
Peace Effort
London (ZINS) — Iraq's new
ambassador to the U.S. has told
the Middle East Times that his
country now favors Jordanian
and Egyptian peace efforts with
Israel.
Nizar Hamdoun said Iraq
would not sign a separate peace
treaty with Israel because his
country was not a confrontation
state. He said Iraq would also
welcome Syria joining the peace
process.
"In the past," Hamdoun ac-
knowledged, "Iraq led the rejec-
tionist front against Israel, but
now it has taken a more mature
stance."

/2 pound flank steak into thin strips; toss with soy sauce mixture. Heat 2 tablespoons oil in a
skillet or wok; add beef and sauté until lightly brown. Remove seasoning pouch from 1 pack-
age (10 oz.) BIRDS EYP . Stir-Fry Vegetables',' any variety. Add vegetables to skillet. Stir;
reduce heat. Cover and simmer 3 minutes, stirring once. Sprinkle contents of seasoning
pouch over vegetables. Combine 1 /4 cup water and 1 teaspoon cornstarch; pour into skillet.
Cook and stir about 1 minute until thickened. Makes about 3 cups or 3 servings. Serve with
rice, if desired.
