Agency Promotes
Joint Research

New York (JTA) — The
Agency for International De-
velopment (A.I.D.), under a pro-
gram designed to tap into Israeli
scientific and technolgical ex-
pertise, has set aside from its
budget for 1986 some $5 million
for grants competition to provide
funding for research and cooper-
ation between Israel and Third
World countries.
The figure proposed for this
fiscal year represents a more
than doubling of the amount of
funds allocated last year for the
United States-Israel Cooperative
Development Research (CDR)
program, according to Peter
McPherson, the administrator
for the A.I.D.
CDR is one of the many pro-
grams between Israel and the
U.S., although CDR aims at Is-
raeli cooperation with Third
world scientists, particuarly
those from "least developed
countries" or LDCs. Scientists
from the U.S. normally do not
participate in the program, ac-
cording to the A.I.D.
In its first year of operation
and with a budget of $2 million,
A.I.D. received about 340 project
proposals of which only about 15
can be financed. Joint proposals
from Israeli and LDC scientists
can be made up to $150,000 in
total funding.

On Nov. 18, in fact, the State
Department made clear that the
Reagan Administration has not
abandoned the proposal for such
a preliminary session — in ad-
vance of direct negotiations in-
volving Israel.
There had been several re-
ports earlier in the month that
the U.S. had moved away from
the concept in order to focus
more attention on finding some
sort of preliminary international
framework which would lead
towards direct negotiating.
Asked about those reports,
State Department spokesman
Charles Redman told reporters:
"I think my answer would very
simply be that that meeting
(with a joint Jordanian-
Palestinian delegation still is a
part of the peace process, and
that we have not abandoned in
any way that idea if the mod-
alities and the arrangements
can be worked out, and if it con-
tributes to what is our ultimate
goal, which is, as you all know,
a direct negotiation."
Pressed about the matter, Re-
dman again insisted that the
meeting with a joint delegation
was still being actively consid-
ered. "I would ask you to focus
on what has always been our
final objective in this process,
which is direct negotiations," he
said. "The meeting you refer to
was always a step within that
process, and it continues to be a
potential step in a process lead-
ing toward direct negotiations."
