Washington that the Admin- istration was now prepared to resolve the sensitive matters of questioning the implicated Israeli diplomats and obtain- ing the stolen documents in a more discreet manner. The Americans again said that the two Israeli diplomats who returned to Israel — Ilan Ravid, a deputy science at- tache at the Israeli embassy in Washington, and Yosef Yagur, the science attache at the con- sulate in New York — could be questioned by U.S. Justice Department officials in Israel, and thus would not actually have to return to the United States. U.S. officials said Shultz "is under the impression" that Israel has already agreed to such questioning. The U.S. and Israel, through diplomatic and legal channels, are now attempting to work out the exact ground rules for any such session. The Israeli diplomats, presumably, could refuse to answer any questions which they felt would en- danger Israeli national secur- ity. The Americans also want all of the stolen documents re- turned to Washington as quickly as possible. The Amer- icans want a complete record of the actual intelligence infor- mation compromised. The U.S. thus would also ob- tain additional evidence a- gainst the Pollards directly from the Israelis with whom he alleged worked. This evidence could subsequently be pre- sented in court. An FBI agent last week told a preliminary bail hearing in Washington that the Pollards had already confessed during initial interrogation. But the prospect of Israel's actually cooperating with the Americans in sending the Pollards to long jail terms was making some Israeli officials in Washington and Jerusalem uneasy. Jonathan Jay Pollard may have made the initial ap- proach in volunteering his ser- vices to Israel, they said, but he was later encouraged by his Israeli contacts to get more deeply involved. The FBI says he confessed to being paid $2,500 a month in cash for his services over an 18 month period. But Pollard, these Israeli of- ficials said, originally had acted out of ideological com- mitment to Israel, where he had once worked on a kibbutz and studied at the Weizmann Institute of Science as a high school exchange student. He was an ardent Zionist and a Jew. "Surely," one Israeli official said, "those Israelis who used him should bear a heavy dose of responsibility for getting him and his wife into so much trouble."
