Council Backs Resuming
Israel-Nicaragua Ties

Washington (JTA) — The
Council on Hemispheric Rela-
tions has called on Israel and
Nicaragua to resume diplomatic
relations which were broken by
the Sandinista regime after Is-
rael's invasion of Lebanon in
1982.
Franz Schneiderman, a Coun-
cil research associate, said that
resumption of relations would
benefit both countries.
"Such a rapproachment would
help Israel recover some of the
prestige it held in Latin
America in the 1960s due to
constructive and innovative de-
velopment assistance programs
and reverse the disastrous
downward plunge in its reputa-
tion among regional democratic
leaders due to Jerusalem's prac-
tice of arming a number of pro-
gressive Latin American rightw-
ing military regimes," according
to Schneiderman.
For Nicaragua, Schneiderman
said resumption of relations
"would take the edge off"
charges that the Sandinista re-
gime is anti-Semitic. It would
also strengthen Managua's case
that it is a legitimate govern-
ment which conducts normal re-
lations with both ideological foes
and friends abroad, and that
Washington might well emulate
such a practice." he adds.

While Israel's invasion of
Lebanon was the reason given
for Nicaragua breaking with
Jerusalem, the Council paper
notes that Nicaraguan President
Daniel Ortega recently said,
"The fundamental cause of fric-
tion between the two nations
was the Jewish state's stauch
support for Somoza, and its con-
tinued backing of Washington's
rightwing allies in Central
America."
Schneiderman added that "of
particular concern to Nicaragua
are the recurring reports of
Jerusalem aiding the Contra re-
bels seeking to topple" the San-
dinistas. Israel has repeatedly
denied these allegations.
Nicaragua has consistently
supported the Arabs and the
Soviet bloc in anti-Israel meas-
ures in the United Nations and
other international forums, in-
cluding walking out when Is-
raelis speak.
The Sandinistas also have
close ties with the Palestine
Liberation which Schneiderman
explains is due to the fact that
the PLO helped train them
when they began their uprising
against Somoza and because
"sympathy with the Palestinian
cause" is "de rigeur among left-
leaning Third World regimes.
