• South Africa has offered a
sham of tribal "bantustans" as its
ultimate answer to black self-
determination. Israel has offered
a full autonomy that would per-
mit one million West Bank Arabs
to control their own destinies, the
only condition being their renun-
ciation of violence and acceptance
of Israel's right to exist.

can system is fuelled by Persian
Gulf oil (40 percent of its petro-
leum imports to be exact). Never
heard are calls for Arab oil pres-
sure against that bastion of ra-
cism, the glut notwithstanding.
As indicated, the new twist in
the process of labelling Israel a
"collaborator" is identifying her
per se as the "next South Africa."
Whenever this charge comes up,
these points are worth keeping in
mind:
• Seventy percent of South Af-
rica's populace is black, an over-
whelming majority, which is
locked out of the country's
decision-machinery. Well over 80
percent of Israel's citizenry re-
mains Jews, with a full two-thirds
Jewish even when the demog-
raphy of Judea and Samaria is in-
cluded. Israel Arabs vote, pay
taxes and hold public office. Israel
is an island of democracy in a sea
of totalitarian regimes.
• South Africa was established
as a beach-head of European col-
onialism just a few centuries ago.
Even so, lip service is usually paid
to the rights of the white minority
to live as free and proud people

Confusing The Issues:
Israel And South Africa
Jerusalem — A worldwide
campaign of sloganeering and
image bombardment has been
concertedly conducted in recent
years with twin objectives: The
first is to smear Israel for support-
ing South African racism through
trade, military hardware trans-
fers and intelligence sharing. The
second, more insidious attempt,
seeks to paint Israel as a South
Africa transplanted to the
Mideast.
The reasons are patently obvi-
ous and far from creative. South
Africa has become a pariah. By
codifying oppressive racial laws
in the apartheid system and jeal-
ously guarding authoritarian
minority rule over a mass of
non-whites, the country has
evolved into the society easiest to
hate. The reasons are not the sub-
ject of this column, nor is this the
place to examine why the world
spotlight studiously avoids shin-
ing on Iran-Iraq bloodletting,
Saudi slavemarkets or Cambo-
dian massacres.
The bottom line remains that
South Africa, on the official list of
things, is fi2bad. That is all that
counts when it comes to stoking
the propaganda fires of Israel's
foes. When British colonialism
was bad, Israel was branded a
"tool of British colonialism."
When nuclear defense fell into
disfavor, Israel was flogged for re-
portedly developing an atomic de-
fense stategy.
Racism is bad, South Africa is
racist, and therefore, Israel
encourages South AFrica as a
sign of its inherent "Zionism is
Racism" impulse, an Orwellian
saying that won the international
community's imprimateur a de-
cade ago at the UN. Calling Israel
racist is as obscene as equating
Zionism with Nazism, a ploy the
Soviets have been pushing for
some time.
The predictable bottom line is
that if leprosy were to become a
plague, Israel would be blamed for
starting it. The tactic is an old
one, reminiscent of the days when
all the Jews in a town would be
burned alive for allegedly
"poisoning the wells" that
brought on Black Plaque.
The truth of the matter is that
South Africa trades in 65 coun-
tries. Israel is a truly junior part-
ner. Its share of the market is a
minuscule portion compared with
that handled by no less than 19
Black African states, spanning
the alphabet from Angola to
Zaire.
South Africa-Israel trade ac-
counts for less than half of one
percent of the apartheid state's
commerce. It trades 10 times more
with Saudi Arabia and 600 times
more with the U.S. Other
partners more active than Israel
include the USSR, East Germany,
Hungary, Peru and even tiny
Haiti.
Britain, France and Jordan
have supplied South Africa
militarily, along with Israel. The
global realm of arms sales is a
murky one, but one question is
clear: Why bash Israel for some-
thing without criticizing others
for doing the same thing? Ulti-
