Washington (JTA) — Secretary of State George Shultz stressed again Sunday that the Soviet Union cannot be considered as a part of the Middle East peace process until it restores diploma- tic relations with Israel and im- proves its policies toward Soviet Jews. To have a ticket of admission, at least a country must have dip- lomatic relationships with Is- rael," Shultz said on the NBC-TV Meet the Press program. "At least, it must address the way it treats Jews within its own country. At least it must take a look at the problem of the people who want to emigrate," Shultz added. Shultz said President Reagan had a "lengthy and intense dis- cussion" with Soviet leader Mikhail Gorbachev on human rights during their talks in Geneva last week. This was echoed by White House Chief of Staff Donald Regan in an appear- ance on the CBS-TV"Face the Na- tion" program. But Regan stressed that this issue was best handled in private discussions. However, Shultz noted that the U.S. has publicly outlined its position on human rights and referred to his speech in Helsinki last July where he listed Soviet human rights viola- tions against Jews and others. The Geneva summit prompted demonstrations in behalf of Soviet Jewry in the United States, Europe and Israel, where stu- dents took to the streets of downtown Tel Aviv Nov. 17 plead- ing for the release of Soviet pris- oners of conscience and increased emigration. Meanwhile, the Rev. Jesse Jackson received high praise last week from B'nai B'rith Interna- tional for making a "forceful ap- peal" on behalf of Soviet Jews dur- ing an impromptu 45-minute face-to-face exchange with Gor- bachev in Geneva last week. Gor- bachev denied there was a Jewish problem in the USSR.
