Mann did not return to the U.S. ready to accept the PLO, despite the strong but un- successful efforts of both Hus- sein and Mubarak to convince him and his group to meet with Arafat. "If the months ahead are to be used wisely," Mann wrote, it is time for the United States to make it clear to King Hussein once and for all that neither Arafat nor those he delegates are acceptable partners in a negotiation. It is time for the United States to help put an end to the Palestinian fantasy that if they only wait long enough, the PLO will get its way. It is time for the United States to encourage Hussein to find alter- native partners from within the Palestinian community." But Hussein refuses to aban- don Arafat — at least for the time being. Yes, the Jordanian monarch may have recently held some secret talks with Peres, and yes, he is surely anxious to get real negotiations with Israel off the ground. But he still seems too weak, both within Jordan as well as within the Arab world, to move without Arafat's blessings. The king's angry rhetoric in Arabic against Israel on Nov. 2 during speech before the Jorda- nian parliament was in marked contrast to his soft-spoken English praising Peres during an earlier interview with the New York Times. U.S. officials were startled by the difference, including one passage before the parliament which referred to the Israeli occupation of the West Bank as "the most brutal and relentless occupation and coloni- zation that contemporary his- tory has known." That kind of talk is certainly not going to win friends for Hussein in Israel — even among the doves. U.S. officials are wor- ried about it. They are privately urging Hussein to "cool it." In the meantime, the search for responsible Palestinians con- tinues. Last month, some offi- cials in the Reagan Administra- tion held out the possibility that one PLO official in Cairo, Nabil Sha'ath, might join some other Palestinians in a joint delega- tion with Jordan. But Sha'ath was eventually rejected because of his formal PLO credentials. In an interview published Nov. 3 in the Philadelphia In- quirer, Sha'ath was clearly thril- led that Hussein and Mubarak had not abandoned Arafat, de- spite the Achille Lauro incident. But U.S. officials fear that West Bank and Gaza Palesti- nians, although personally more moderate than many Palesti- nians on the outside and prob- ably prepared to move jointly with Hussein, are still afraid to be seen as leaving the PLO fold. So yes, the Americans remain optimistic. But they have yet to achieve their decisive break- through. Perhaps, it will come after the superpower summit this month in Geneva. It does not look like it will come in advance.
