Why Not
Assassinate Arafat?
Have the Israelis tried to kill
Yassir Arafat — and should
they?
Ze'ev Schiff, the military
commentator of Ha'aretz, dealt
with the subject in a recent arti-
cle, noting that "Israel has tried
not a few times to get at Arafat,
but did not succeed. On the
other hand, Israel has had a
number of golden opportunities
to kill him but refrained from
doing so."
According to Schiff, well be-
fore the war in Lebanon Arafat
sent a personal message to
Prime Minister Menachem
Begin through UN Undersecre-
tary General Brian Urquhart
warning him that those who
would most likely take his place
at the head of the PLO if he
were killed would be much
worse for Israel, and so it would
be to Israel's advantage not to
kill him.
Schiff's main argument
against trying to kill Arafat is
the fact that "in the eyes of the
world he is considered the
legitimate national leader of the
Palestinians. This has been his
personal success and that of the
PLO. He is certainly seen as the
most outstanding and represen-
tative Palestinian leader when
he calls for peace negotiations,
even though he simultaneously
is in favor of the continued
armed struggle (i.e., terrorism)
against Israel.
"President Assad of Syria is a
sworn enemy of Israel, as are
Libya's Qaddafi and others.
Still, Israel does not attempt to
kill them ... We must accept
the argument that killing
Arafat would cause great harm
to Israel."

Equality Issue
Washington — A resolution
supporting affirmative action,
including goals and timetables,
was passed by B'nai B'rith
Women at its national executive
board meeting here.
The resolution stated that
goals — not quotas — and
timetables are needed to achieve
equality.
