Americans are disseminating in-
formation that makes it appear
that such a thaw would be con-
tingent on the easing of immi-
gration for Jews from the Soviet
Union.
More likely, though, is the
probability that all the talk
about emigration stems from the
Soviets' desire not to be frozen
out of any Mideast peace talks.
Since the Russians would sit
down at the negotiating table
partly at the sufferance of Is-
rael, the Israelis, for once, have
some leverage they can use to
unlock Russia's emigration
doors. But the Russians, partly
to satisfy themselves and partly
to placate the more radical Arab
states, have refused to be
bulldozed by Israel into making
any major concessions.
According to some experts, the
Soviets have been modifying
their long-standing animosity
toward Israel for several
months. It began with the an-
nouncement of a new peace pro-
posal last February by Jordan's
King Hussein and the PLO's
Yassir Arafat. The Soviets have
been concerned that they will be
"left at the station" and will not
be allowed to participate in a
Mideast settlement.
With Mikhail Gorbachev's rise
to power in March, there has
been a subtle but perceptible
softening of the Soviet Union's
attitude toward Israel. A front-
page story in Izvestia in May,
for example, mentioned that Is-
raeli President Chaim Herzog
had thanked the Russian people
for helping to defeat the Nazis
in World War II. This was a
major departure from the
Soviets' usual equation of
Zionism with Fascism.
Next came a meeting in mid-
July in Paris between the Is-
raeli and Soviet ambassadors
that spurred speculation that
the two nations would soon re-
sume diplomatic relations. But
radical Arab states, such as
Syria and South Yemen, pro-
tested that none of Israel's op-
ponents — including the Soviet
Union — should re-establish re-
lations with the Jewish state
until Israel relinquished some of
the land it has occupied since
the 1967 Six-Day War.
In response to the Arab out-
burst, the Soviets said any for-
mal relations between the USSR
and Israel would be at an ex-
tremely low diplomatic level,
perhaps, for the Russians,
through the embassy in Tel
Aviv of another Eastern bloc na-
tion.
Nevertheless, the pace of con-
tact between Russia and Israel
has been quickening. In early
September, Edgar Bronfman,
head of the World Jewish Con-
gress, visited Moscow with a let-
ter from Israeli Prime Minister
Shimon Peres to Soviet leader
Gorbachev. There have been
press reports that Peres offered
to reduce Israeli anti-Soviet
propaganda in exchange for in-
creased Jewish emigration.
