Sachar, a Middle East expert at George Washington Univer- sity, asked if a territorial com- promise would be part of the peace process. Peres said, "If we shall start the negotiations, the Israeli side will come up with" an interim proposal. "We shall have to have at least two stages" in an eventual accommodation, he continued, "and the first stage will prob- ably be on the lines of the Camp David accords. The Camp David plan entailed limited self-rule for the West Bank and the Gaza Strip. "There is no replacement for direct negotiations" in the peace process, Peres said. "I do not be- lieve we can reach an agree- ment unless we shall meet face to face." Last week, Peres said Israel would accept an international conference on the Middle East under certain conditions, such as the re-establishment of t oviet-Israeli relations. "No international forum can serve as a substitute for direct negotiations," he said Sunday. "Yet I can think of many ways in which international support may be helpful." Specifically, he said the United Nations Secu- rity Council could help by cal- ling for direct negotiations. Asked by a 'viewer in Montreal if Israel was prepared to consider a territorial com- promise over the West Bank as part of a peace agreement with Jordan, Mr. Peres said, "Why are you so much in a hurry?" He indicated that he felt it would be premature and imprudent to declare positions on specific elements in an eventual accord. Peres called Hussein's re- sponse to Peres' United Nations peace initiative last week encouraging because it was the first time Hussein had stated publicly that he supported an idea proposed by a representa- tive of Israel. "It's a positive be- ginning." He said that Jewish education is the most important aspect in the struggle for Jewish identity, and defended Zionism against E. UN Resolution 3379, which equated Zionism with racism when it was passed Nov. 10, 1975. "Anybody who is not a Zionist is a racist," Peres said. "Zionism ended racism against Jews." He also pointed to Is- rael's efforts to bring in the Jews of Ethiopia this year and similar efforts in the past on behalf of dark-skinned Jews from Arab lands. Peres argued against the sale of Western arms to Arab coun- tries "who maintain a state of belligerency with Israel." He said such sales hurt Israel pp strategically and economically and confirm a belligerent policy in the Arab world.
