PLO May Shift

London (JTA) — Reports from
media sources in several Persian
Gulf states indicate that the
PLO plans to move its head-
quarters from Tunis to Baghdad,
the World Jewish Congress
(WTC) reported last week.
According to WJC monitoring
sources, radio broadcasts from
Dubai on Oct. 16 stated that
"the PLO leadership has
adopted a secret decision per-
taining to moving its headquar-
ters to Baghdad." The decision
comes in the wake of the Oct. 1
Israeli bombing of PLO head-
quarters in Tunis and
heightened differences between
the PLO and Tunisian
authorities in the aftermath of
the hijacking of the cruise ship
Achille Lauro.
The United Arab Emirates
newspaper, Al-Bayan, said an
official decision regarding the
transfer of PLO headquarters
would be issued "no later than
November." PLO leader Yasi
Arafat expressed appreciation
for Iraq support for the Palesti-
nian cause when he was re-
ceived by President Saddam Hu-
sayn on Oct. 16, Baghdad Radio
reported.
Meanwhile, Israeli Deputy
Premier and Foreign Minister
Yitzhak Shamir told Italian
Foreign Minister Givolio An-
dreotti at a private dinner in
Luxembourg last week that
Italy and the other European
Economic Community (EEC)
members should change their
attitude toward the PLO in the
light of events surrounding the
Achille Lauro hijacking.
Shamir was in-Luxembourg to
attend the fourth gathering of
the EEC-Iszael Economic Coop-
eration Committee attended by
the ten EEC members' Foreign
Ministers.
During what Italian diploma-
tic sources described as a "good
and normal talk" between the
two foreign ministers, Andreotti
told Shamir that Italy condemns
terrorism but it cannot accept
reprisals such as the Tunis at-
tack.
Shamir also held a meeting
with Luxenbourg Prime Minis-
ter Jacques Santer, during
which he stressed that Jordan's
King Hussein must dissociate
himself from the PLO before di-
rect negotiations with Israel
take place. Hussein is scheduled
to visit Luxembourg Tuesday.
The Achille Lauro affair was
also discussed during the Politi-
cal Cooperation Meeting of the
ten EEC Foreign Ministers and
those of Spain and Portugal. At
the meeting, the British dele-
gate explained the Foreign
Office's last-minute decision to
cancel an October meeting with
a joint Jordanian-Palestinian
delegation which included two
members of the PLO.
