parents do not want their chil-
dren to enter Jewish communal
service.
Bubis noted that Jews in the
past belonged to numerous
organizations. Today's younger
Jews, while positive toward
their Jewishness, are negative
toward joining. Singles' affilia-
tion is more likely to be in pri-
vate, non-institutionalized ways,
posing new dilemas for the
oganized community.
Jews have never been as well
educated as they are today in
every subject but Judaism,
Bubis said. "They know they are
Jews but are uncertain why or
how to be a Jew ... Fear is in-
sufficient reason to create a
Jewish ictentity."
The commission was asked to
develop a creative plan to
enhance Jewish identification
and affiliation.
It will break down into sub-
committees, meeting over the
course of the next two years.
The subcommittees will include
members not serving on the
commission itself and will draw
upon the expertise of those with
special insight into individual
issues. A final report will be is-
sued in September 1987, but
those projects which can be in-
itiated earlier will get under
way as is feasible.
To assist the commission, the
Jewish Welfare Federation has
retained the services of Charles
Zibbell, retired associate execu-
tive vice president of the Coun-
cil of Jewish Federations, who
will be consultant.
