approach the problem com-
prehensively.
Bubis, director of the School of
Jewish Communal Service at
Hebrew Union College in Los
Angeles, said that the American
Jewish community is struggling
to learn how to govern itself in
the midst of an open society.
This has resulted in many
paradoxes in communal life:
• In the Midst of Jewish afflu-
ence and control over vast re-
sources, the American commu-
nity gives proportionately less
than our impoverished forepa-
rents. We must learn how to
tithe, to allocate a percentage of
income to charity.
• The American Jewish com-
munity is the first to serve two
generations of elderly. Never be-

fore have so many Jews lived so
long and placed such demands
upon the community's resources.
• Jews have a history and es-
teem for learning; yet, the
American Jewish community is
the first in Jewish history to
charge tuition for children to re-
ceive a Jewish education.
• While American Jews are
found in all professions and so-
cial strata, and have been ac-
cepted in the general society,
there is an underlying fear of
anti-Semitism.
• Jews are disproportionately
supporters and patrons of the
fine arts; yet, Jewish culture
does not receive high funding
priority in the American Jewish
community.
• As a community, we have
