'Ibl Aviv — Because he was de-
nied complimentary tickets to the
opening ceremony of the recent
Maccabiah Games, coach Gidi Ar-
kin has threatened to leave the
country.
Arkin, who prepared Israel's
mini-soccer team for the Games,
later explained the background to
his statement: "If that is the way
I am treated after all I have done
for this country, then," he declared,
"there is nothing more for me to
contribute and I might as well
leave"
The coach's threat is not un-
usual. People whose demands are
not met — whether they be frivo-
lous like his or serious like those
of the Ethiopian Jews in regard to
their religious status — will fre-
quently threaten to emigrate
(and/or commit suicide or convert
to Christianity).
One can hardly imagine Ameri-
cans or Canadians making similar
threats, or anybody paying atten-
tion to them if they Lid. So the
fact that they are made here, even
after several generations of Zionist
settlement and 37 years of State-
hood, shows that many citizens 'of
Israel are still, deep down, wander
ing Jews with their suitcases
packed, people ready to move on
if they are displeased or thwarted..
These potential wanderers in-
clude a great many Sabras who,
according to recent figures, make
up 60 percent of emigrants. Many
observers see this as a failure of

the school system, which, they an
gue, should be capable of trans-
forming young Sabres into fire-
breathing, do-or-die Zionists. But
this turns out to be a difficult mis-
sion. The first attempt at ideolo-
gical education was made in the
50's, when the Ministry of Educa-
tion introduced a Jewish con-
sciousness program into the regu-
lar curriculum. After a few years
the program was dropped when it

became clear that formal educa-
tion frameworks were not suitable
for inculcating a value system.
More recently 16 centers for
Jewish Zionist Education were
created outside the regular school
system and they have been far
more successful. Their seminars
for 11th graders take place in cas-
ual settings (usually youth hos-
tels) and are run by well-trained
and extremely de di cated group
leaders. Discussions are free-
wheeling and even acrimonious;
more imriortant, they are free from
