U.S. Failure To Veto
UN Resolution Criticized

New York (JTA) — The
United States abstention on a
United Nations Security Council
resolution condemning Israel's
military operation against Pales-
tine Liberation Organization
bases in Tunisia last week has
been assailed by the Conference
of Presidents of Major American
Jewish Organizations.
Charging that "American cre-
dibility has been shaken and the
strength of America's commit-
ment in the war against ter-
rorism is now in question," Con-
ference Chairman Kenneth
Bialkin said "terrorists
everywhere will take heart at
America's refusal to stand with
Israel by vetoing the resolution."
The UN resolution was ap-
proved by the Security Council
Friday by a vote of 14-0. The
United States was the lone
member of the council to abstain
in supporting the resolution in
which the council "condemns
vigorously the act of armed ag-
gression perpetrated by Israel
against Tunisian territory in
flagrant violation of the Charter
of the United Nations, interna-
tional law and norms of con-
-duct."
Meanwhile, in Washington
Sunday, Israeli Defense Minister
Yitzhak Rabin appeared to
suggest that if Jordan allows
PLO personnel to remain on its

territory, it would be open to an
Israeli attack similar to the one
carried out against the PLO's
headquarters in Tunis.
Speaking on the CBS-TV pro-
gram Face the Nation, Rabin
warned all countries to "be
aware that whoever gives refuge
to terrorists will pay for keeping
them there." When he was asked
if these countries included Jor-
dan, Rabin said:
"I would advise the Jordanian
government • to refrain from
allowing it to be done and to re-
store the policy that was kept by
Jordan for almost 15 years ... a
policy which practically pre-
vented any terror acts to be
originated or to be carried out
from Jordan."
In a related development,
some 30 yachts left Haifa and
Tel Aviv at dawn last Thursday
on a memorial cruise to Larnaca
in Cyprus where Reuven
Paltsur, his wife, Esther, and
their friend, Avraham Avneri,
were murdered aboard Paltsur's
yacht by three PLO terrorists on
Yom Kippur.
The Israeli raid on the PLO in
Tunisia was a reprisal for the
triple murder.
After laying wreaths on the
yacht, which is still tied up at
the berth in the marina where it
was attacked, the yachtsmen re-
turned to Israel.
