Shamir also decried the recent decisions of the government of British Prime Minister Mar- garet Thatcher to sell arms to the Arabs and meet with PLO representatives. He said, "these actions are a terrible blow to peace in our region. The'meet- ing with the PLO is reminiscent of the British policy of appease- ment of terrorism dating back to the period after World War II." Speaking on aliyah, Shamir stated, "There is only one an- swer to Jewish assimilation aliyah now, aliyah today." Shamir continued, "We must ask ourselves, do we want our children to continue in the path of our fathers or do we want them to disappear into the alien future? We have to turn our faces toward Jerusalem it is there that Jewish destiny is being made." The meeting was co-sponsored by the Israel Aliyah Center. Meanwhile, Amos Perlmutter, a professor of political science at American University and editor of the Journal of Stategic Studies, proposed in an 'article published in the fall issue of Foreign Affairs that Israel un- ilaterally withdraw from the West Bank. In doing so, he questions some of the most basic underlying tenets of the Camp David accords anck the U.S.— Israeli approached to,the peace . process. "Could it be that a state with one of the most modern and effi- cient armies in the world is an insecure frontier state?" Perlmutter asks. "Does Israel really fear a threat coming from PLO now torn asunder and vir- tually impotent? Does Israel really need an intermediary to settle its eastern frontiers and solve the Palestine problem? Does Israel need a formal peace treaty with Jordan, whose bor- der with Israel has been pacified since 1967?" But Perlmutter's ideas are not quite so radical as the title of his article — "Unilateral With- drawal: Israel's Security Option" — would suggest. The removal of the Israel Defense Force mili- tary organization and occupa- tion adminstration would be complemented by the establish- ment of an Israeli security zone along the Jordan River that would leave the autonomous area surrounded by. Israeli forces. In establishing his zone, he excludes a sizeable chunk of the West Bank territory, extending from and surrounding Jerusalem, from his proposed area of political. sovereignty. "No government of Israel could survive on a policy of total withdrawal or abandonment of the political and strategic stron- gholds," Perlmutter maintains.
