Born in Russia, Mrs. Eilander lived 75 years in Detroit. She was a long-time volunteer at Pontiac General Hospital. She leaves a son, Dr. Marvin; two daughters, Edith of Boulder, Colo., and Janet; a brother, Alex Elbling; three grandchildren and one great-grandchild. Charles Richter Pasadena, Calif. — Charles F. Richter, the seismologist who helped develop the Richter scale to measure earthquake power, is dead at age 85. Mr. Richter developed his scale with Beno Gutenberg in 1935.
