BY ALAN HITSKY News Editor Officials of the Jewish Federa- tion Apartments took a cautious ap- proach this week to the news that the U.S. Department of Housing and Urban Development had awarded them $7,170,000 to construct a third Federation Apartments NIMINE111 building adjacent to the Morris Branch of the Jewish Community Center in Oak Park. But Oak Park and area political officials were exhuberant over the news that 150 apartment units promised years ago during the negotiations over the 1-696 freeway would become a reality. Michael B. Perlman, president of the Federation Apartments, and executive director Helen Naimark, were awaiting the official an- nouncement from HUD for the proj- ect. The grant was announced last week in Washington by Michigan's Congressional delegation and HUD officials, and locally by Oak Park Mayor Charlotte Rothstein. Mrs. Naimark said HUD restric- tions will apply to waiting lists for the new units and for construction plans. "Without the papers in our hands we really don't know if we can use our old waiting list or have to compile a new one." Asked whether the HUD grant would cover the entire building costs of the project, she answered, "Prob- ably not." She expects that planning will take up to a year before con- struction actually begins. The two Federation Apartments buildings presently at the Oak Park site house approximately 300 senior citizens in 268 units. Continued on Page 9 Washington (JTA) — The Re- agan Administration indicated Tuesday that it considers Israel's bombing of the Palestine Liberation Organization headquarters in Tunisia a "legitimate" act of self- defense against terrorism. Asked about the Israeli raid, ,ate Department Deputy Spokes- an Charles Rudman said "Without It the facts," he could not comment specifically about the Israeli action. He then added: "But as a matter of principle, it is our view it is legiti- mate self-defense to respond appro- priately to acts of terrorism." Rudman noted that the the United States understands that "this action was not intended as an offen- sive act against Tunisia." The spokesman said that Israel used U.S.-acquired equipment on the raid, but he could not say what kind.
