edges that things have got-
ten worse, not better, during
the time he has been in
Washington. But he thinks
that the idea of "A quid for
every quo" can be broached
successfully to the Gorbachev

gressman said, it is crucial
for Americans to keep up the
public outcry. Demonstra-
tions, letters and phone calls
all play a crucial part in

Levin feels he will go back
to Congress this fall with a
better understanding of just
what it takes for Soviet Jews
to make the decision and
apply to emigrate. "I thought
I understood their courage
after reading about them.
But when we met with them,
when we saw their determi-
nation and their refusal to be
beaten by the system, it be-
came more real.
"The lack of progress (as a
legislator) on this issue has
been frustrating. But if they
have hope, if they are keep-
ing the faith, then so should
we." 0

Jerusalem (JTA) — Deputy
Premier and Foreign Minister
Yitzhak Shamir last week
blasted the American Jewish
Congress Mission to Cairo and
Amman and also World Jewish
Congress president Edgar
Bronfman's mission to Moscow.
Shamir spoke of the AJCon-
gress as a "peanut-size organiza-
tion," and said Bronfman was
"not authorized to negotiate on
behalf of Israel or the Jewish
people." Shamir acknowledged
that his views differed from
those of Premier Shimon Peres
on this matter.
The AJCcongress group met
with President Hosni Mubarak
and King Hussein this week in
an attempt to acertain peace
prospects. They reported to
Peres in Jerusalem that both
the president and the king were
urging that the PLO "should be
put to the test" of diplomacy.

The group, led by Prof. Henry
Rosovsky, of Harvard Univer-
sity, issued a statement express-
ing their conviction that Egypt
and Jordan seek to broaden the
peace process urgently, "before
forces of religious and political
extremism make this task im-
possible."
Bronfman's visit to Moscow,
as the head of a group of Seag-
rams executives, follows a pre-
paratory visit some six weeks
ago by his top WJC aide, Israel
Singer, who met with ranking
Soviet officials involved with
Jewish emigration.
Bronfman hopes to meet with
Soviet leader Mikhail Gor-
bachev or other Politburo mem-
bers. He reportedly carried with
him a letter from Peres to Gor-
bachev which Peres conveyed to
him two weeks ago. Israeli offi-
cials said the letter had been
"couched in general terms."
