Jerusalem (JTA) — Prospects
seem to have improved • for a
summit meeting between Israeli
Premier Shimon Peres and
President, Hosni Mubarak of
Egypt, sources close to Peres
indicated last Thursday. The
two leaders will be in New York
at the same time later this
month to attend the 40th an-
niversary session of the United
Nations General Assembly.
The chances of a summit may
have been enhanced, these
sources hinted by the discreet
visit to Cairo of Gen. (Res.) Av-
raham Tamir, Director General
of the Prime Ministers Office.
They describe it as "a great suc-
cess" noting that Tamir met
twice in a 24-hour period last
week with Mubarak.
Apparently, Tamir's primary
mission was to convey new Is-
raeli proposals for a solution of
the Taba dispute. Taba is a tiny
strip of beach west of Eilat
which is claimed by both Israel
and Egypt.
The sources said Peres in-
formed Deputy Premier and
Foreign Minister Yitzhak
Shamir of Tamir's mission but
did not seek his approval. They
said Shamir received a prelimi-
nary report of Tamir's talks in
Cairo before he left last Thurs-
day on an official visit to Japan.
The sources would not divulge
the contents of a personal mes-
sage from Peres which Tamir
delivered to Mubarak. -
Shamir insists that the Taba
dispute be resolved by concilia-
tion. Egypt will accept only
binding arbitration. While Peres
and his Labor party ministers
are prepared to accede to Egypt
on this, Shamir and his Likud
colleagues in the inner Cabinet
have blocked any concessions.

Shultz Affirms
Stand On PLO
Washington — Secretary of
State George Shultz, stressing
that the United States still
maintained the conditions the
PLO must meet before the U.S.
will talk with the terrorist
organization, declare.-that any
group responsible for violence
cannot he part of the Middle
East peace process.(JTA) --
Speaking to reporters after an
hour-long• meeting with Israeli
Foreign Minister Yitzhak Modai
at the State Department Friday,
Shultz said the U.S. is pn-
cerned about the recent "up-
surge of violence" and the' ef-
forts of "radicals" to use violence
"to derail the peace process.'
He said this cannot be
allowed, adding, "It is very clear
to us that those who perpetuate'
violence deal' themselves out of
the peace process." Shultz also
noted that "for talks with the
PLO our conditions remains as
they have been for many years."
While he did not state them, the
conditions are PLO acceptance
of UN Security Council resolu-
tions. 242 and 338. and Israel
right to exist.
