Disclosure Law

Washington (JTA) — An offi-
cer of the American Jewish
Congress last week called for a
Federal "disclosure law" to re-
quire colleges and universities
to reveal foreign gifts and con-
tracts of $100,000 or more. Such
legislation is ,needed, he de-
clared., in order to discourage
"flagrant intrusions upon aca-
demic freedom" by foreign
sources that attempt to tie polit-
ical or propaganda strongs to
such gifts.
Julian Spirer, an attorney and
AJCongress vice President, ap-
peared before the House Sub-
committee on Post secondary
Education to announce his
organization's strong support for
a proposed "Higher Education
Disclosure Act" introduced by
Rep. Robert T. Matsui (D-Calif.).
The Matsui bill would require
any college or university receiv-
ing a gift or contract from a
foreign source of $100,000 or
more in any 12-month period to
disclose receipt of the grant, as
well as all conditions attached
to the use of such funds.
AJCongress has been pressing
for such university disclosure
legislation for the past three
years. A model bill drafted by
AJCongress attorneys, which
contained provisions _ similar to
those in the Matsui bill, was the
basis for legislation that has
been passed by six states —
Florida, Illinois, Missouri, New
York, Texas and Virginia — in
the last two years.

Voting Reforms
Proposed

Jerusalem (JTA) — A
ministerial committee on elec-
toral reforni has recommended a
series of measures that would
sharply reduce the time — and
the cost — of election campaigns
in Israel. If the Knesset ap-
proves them, election campaign-
ing would be restricted to 45
days before the voters go to the
polls.
Radio and television election
campaigning would be broadcast
only in the 21 days preceding
election day. Knesset elections
and elections to local offices
/ would be held simultaneously if
the reforms become law.
