Agency Funding New York — Five Reform organizations have requested $20 million from the Jewish Agency for Israel and a total of $88 million over five years for 40 Reform programs in Israel. TlIt; application was submitted jointly by the Union of Ameri- can Hebrew Congregations, He- brew Union College, the Central Conference of American Rabbis, the World Unioa for Progressive Judaism,. and.the Association of Reform Zionists of America. The programs fall into, four categories... programs in Israel advancing Israeli progressive institutions, education programs in Israel for. Diaspora Jewry ; aliyah and absorption programs, and programs of. Zionist educa- tion for the Diaspora. ' Rabbi Charles A. Kroloff, president of ARZA, noted that $20 million is less than five per- cent Of the Jewish Agency budget, which this year totals $413 million. It is also substan- tially less than the Agency's present allocations to institu- tions and programs operated by Orthodox groups in Israel. .. Kroloff said that according to United Jewish Appeal figures, Orthodox programs are now al- located approximately $30 mil- lion, which is 7.4 percent, of the Agency budget, -while institu- tions of the'Reform and Conser- vative movements together re- ceive 0.64 percent of the budget, which is less than $3 million. While individaal Reform in- stitutions have requisted money from the Agency in the past, this is, the first time that a coor- dinated effort has been made by the entire Reform 'Movement. Rabbi Eric Yoffie, executive director of. ARZA;. said that Re- form leaders fully.: expect the Conservative Movement to sub- mit an application for -funding, and that in fact they encourage it to do so. He pointed out that by most estiniates, Reform and Conservative Jews provide 80-90 percent of Jewish Agency funds, and therefore it was not unrea- sonable ,that a larger percentage of the Agency. budget should , go • to Reform and Conservative programs in Israel.. .. . . . .
