U.S. Responds
To Concern

Washington (JTA) — The
State Department expressed
understanding last meek for Is-
rael's concern about the increas-
ing threat of the Palestine Lib-
eration Organization in Jordan.
But the Department did not
back away from its statement
hist Wednesday that it does not
believe Jordan would allow ter-
rorist bases to be re-establishd
on its territory.
"We understand Israel's con-
cern about the move of PLO
administrative offices to Jordan,
particularly in the light of the
recent increase of the number of
terrorist incidents on the West
Bank that have resulted in a
tragic loss of Jives," State De-
partment spokesman Bernard
Kalb said.
While there has been no ter-
rorist attack from Jordanian
territory, Israel fears that the
increasing number of PLO lead-
ers in Jordan makes them more
accessible to inhabitants of the
West Bank and Gaza for the
planning of terrorist incidents.
"The United States, Israel and
Jordan all share a common con-
cern about terrorism," Kalb
stressed. "All three are dedi-
cated to the proposition that
conflicts in the region can and
should be resolved only through
a peaceful process. The continu-
ing violence underscores the
need to move forward in negoti-
ations."
Kalb said that the U.S. still
believes that "the most viable
means" for bringing about a
peaceful settlement is President
Reagan's September 1982 peace
initiative. He said this is the
position the U.S. will support
once negotiations begin.

TECHNION REPORT

BOARD OF GOVERNORS MEETING, HAIFA 1985

• To support needs of Israel's expanding science-based export in-
dustries, the Technion requires a 25% increase of student
enrollment, with a 50% increase of Electrical Engineering under-
graduates in.the next four years.

• Serious financial difficulties. The government and the Jewish
Agency have decreased their allocation to the Technion. Prob-
lem to recruit and retain new faculty for emerging and existing
fields.

IDF Fortifies
Golan Troops

Jerusalem (JTA) — Chief of
Staff Gen. Moshe Levy said last
week that Israel is prepared• to
repulse a surprise attack by
Syria across the Golan Heights,
though he didn't expect any. He
also said preventive measures
against terrorism would be
taken in a two-to-four-kilometer
wide zone along the border.
According to Gen. Levy, the
continuing re-enforcements of
Syrian positions on their, side of
the Golan Heights probably is
no more than a technical de-
ployment resulting from the
large scale withdrawal of Syrian
forces from Lebanon following
Israel's withdrawal last June.
But Gen. Levy said, Israel has
to be sure and is taking steps of
its own including the fortifica-
tion of defensive positions on the
heights. He said the anti-
terrorist measures are under
consideration following the re-
cent disclosure that a subversive
ring of Golan Heights Druze
was operating with Israel De-
fense Force weapons and
ammunition against civilian and
military installations there.
