THE DETROIT JEWISH NEWS DAVID ROSENMAN NEWS Peres Plans To Meet World Leaders At UN Jerusalem (JTA) — The 40th anniversary session of the United Nations General Assem- bly in New York later this month will give Premier Shimon Peres an opportunity to engage in personal diplomacy. His aides say he hopes to meet with 15 heads of government, in addi- tion to President Reagan. High on his list are the lead- ers of India, Poland and Hun- gary, countries which have no diplomatic relations with Israel. Peres also hopes for a summit meeting with Egyptian President Hosni Mubarak, pos- sibly during the General As- sembly session. His aides say that would depend on the status of the Taba dispute at the time. Egypt has repeatedly indi- cated that it will not agree to a summit unless and until Israel agrees to submit the Taba issue to arbitration. There is little chance that Peres will meet with King Hussein of Jordan, even in a social context as guests at the same reception. Hussein reportedly has reacted cooly to hints from Washington in that direction. In other diplomatic news, Foreign Minister Yitzhak Shamir will leave for Japan next weekend on the first offi- cial visit to that country by an Israeli diplomat of his rank. He will take with him high hopes that his trip will lead to a sig- nificant warming of relations with Japan in the areas of busi- ness and commerce as well as diplomacy. Shamir, who also serves as deputy premier, will be accom- panied by several prominent Is- raeli industrialists, among them the directors general of Tadiron, Israel's electronic giant, and El-Op, another high-tech com- pany. While in Tokyo he will confer with Foreign Minister Shintaro Abe and Prime Minister Yasuh- iro Nakasone. There is a possi- bility he may be received by Emperor Hirohito but there is no final word on that yet. And in Bonn, Wilhelm Haas, a 54 year-old career diplomat, has been named to replace Nils Hansen as West Germany's Ambassador to Israel. In the last elections Kach won only one seat, but according to the new poll Kahane and his fol- lowers would become the third largest party in the house, after Labor and Likud. The poll was taken last month by the Modi'in Ezrachi Public Research Insti- tute for Maariv. The poll gives Labor 51 seats, compared to 53 in polls in May, June and July (and 40 in the last elections), and the Likud only 24 seats (as against 29-30 in the previous polls and 41 in the elections). Jerusalem (JTA) — Deputy Premier and Likud leader Yit- zhak Shamir has warned the Labor Party not to trigger the breakup of the national unity government while Israel's eco- nomic recovery is still uncer- tain. In a tough speech to Herut Party members in Tel Aviv last week Shamir spoke of "persons and circles in the other camp who cannot restrain their hatred from breaking forth ... They can hardly wait to bring down the government and (thereby) disrupt the economic recovery program." Shamir pointed out that the unity government was set up (almost a year ago) primarily to rescue Israel from economic col- lapse. He said if elections were advanced now, we would have to start all over again ..." Schools; Open Despite Rift Jerusalem (JTA) — The new school year opened Sunday, amidst a bitter controversy be- tween the Education Ministry and Finance Minister Yitzhak Modal. Some 1.25 million children went to school thanks to a last-minute agreement between Education Minister Yitzhak Navon and the Teachers Union. The teachers gave up about 1.5 percent of their salaries, in ex- change for the return of 700 of the 1,800teachers fired in July. But as both parties congratu- lated each other on the agree- ment, Finance Minister Modal rushed to announce that he op- posed the agreement, because it failed to comply with one of the , targets of the government's eco- nomic policy — to reach a bal- anced education budget. In a related development, the Secretary General of RabbitMeir Kahane's Kach Movement, Moshe Neuman, will continue to be employed by the Education Ministry, contrary' to an official' communique by the ministry, Maar reported Sunday. The paper said Neuman re- ceived an official appointment for the new school year. Neuman works as a youth leader in a special project which involves para-military training with field education.
