Washington — The campaign
to ease the plight of Soviet
Jewry will move to Washington
next month when top Jewish
leaders from more than 20 coun-
tries will convene to discuss
their future strategy.
The International Council of
the World Conference for Soviet
Jewry, better known as the
"presidium," has decided to meet
in the U.S. capital — rather
than in Paris, London or Brus-
sels as in the past — because of
the key role the United States is
expected to play in the im-
mediate period ahead in shaping
the fate of Soviet Jews,
The conference, scheduled for
Sept, 8.9, will take place before
Secretary of State George
Shultz's next round of meetings
with the new Soviet Foreign
Minister, Eduard Shevardnadze,
at the United Nations later in
September and October, Those
meetings will be followed by
President Ronald Reagan's No-
vember summit with the new
Soviet leader, Mikhail Gor-
bachev,
It is taken for granted among
most exports that the particular
state of U,S,-Soviet relations can
have a tremendous influence on
the condition of Soviet Jews,
Thus, when the relationship is
going through a relatively
smooth period, the plight of
Soviet Jews eases — and vice
versa,
During the height of detente
between the superpowers in the
mid and late 1970's, Jews were
leaving in rather impressive
numbers; over 50,000 left in
1979 alone, But as the relation-
ship has deteriorated in more
recent years, especially since the
Soviet invasion of Afghanistan
and the crackdown on Solidarity
in Poland, the numbers have
shrunk. Less than 900 Jews
were allowed to emigrate last
year, This year, the numbers
are also dismal,
Still, there is a widespread
sense among the Soviet Jewry

activists and others in the
United States that this poten-
tially is time of transition in the
Soviet Union's attitude toward
those Jews seeking to emigrate,
It may, they recognize, turn out
to be nothing more than wishful
thinking, Much, they believe,
will depend on the future course
of UM,•Soviet ties, This helps to
explain the decision to assemble
the presidium in Washington,
