Qaddafl deal as "not a pact or
treaty" but a "memorandum of
understanding" that mainly
pledged Libya to provide the
Sudan with military equipment,
If the Libyan-Sudanese pact is
"as innocent as Gen, Dahab
describes it, it will not increase
the threat to Egypt's security,
But if the pact permits Libyan
forces on Sudanese soil, Egypt
will have to guard a second
frontier,
