Col, Muammar Qaddafi, the
Libyan dictator who aspires to
lead the Arab world, may belong
to one of "the strangest collec-
tions of misfits, Looney Tunes
and squalid criminals since the
advent of the Third Reich," as
President Reagan recently
complained. But the
name-calling has not diminished
his ability to shoot American
policy in the Middle East full of
holes and to tighten the noose
he, with his Syrian and Iranian
allies, seeks to draw around
Israel's neck.
Libya, like all the other Arab
oil-producing states, has
suffered a severe drop in income
due to the collapse of the world
oil market, which considerably
constricts Qaddafi's use of
money as a weapon. However,
the desert ruler and visionary
has brought off diplomatic and
political coups which have
caused consternation in
Washington and concern in
Jerusalem.
His most recent coup came in
Sudan, the vast poverty and
drought•ridden African expanse
which was virtually an
Egyptian protectorate and an
American ward. Qaddafi helped
undermine the pro-Western
regime of President Gaafer
el-Nimeiry and a few weeks
later signed a military pact with
the general who had taken
power. Even before the pact was
announced, Qaddall blustered a
warning to the United States to
stay out of Sudan's affairs.
"Reagan has nothing to do
with Sudan," he proclaimed.
"Sudan is ours, not an American
matter. Reagan must take care
of his country and he has big
problems there. He doesn't
interfere here or his nose will be
cut."
So far, Washington has been
playing a waiting game. It has
assurances from Sudan's new
ruler that he will continue its
pro-Western orientation but,
with Qaddafi's encouragement,
he is trying to establish friendly

relations with pro-Soviet
Ethiopia, That country has been
particularly incensed because
Gen, Nemiery permitted the
secret airlift of Ethiopian
Jewish refugees from Sudan to
Israel,
Qaddatl's successes have come
in areas where Washington
believed we were firmly
entrenched and had every right
to consider the local regimes our
dependable allies, its first of

The United States has been

giving Morocco economic and
military aid to the extent of
about $140 a year the 1986
foreign aid budget provides
$86.4 million in economic
assistance and $52 million in
military aid, Despite the
Qaddafi pact, the State
Department told Congress "the
economic and political rationale
for this assistance to Morocco
remains; indeed, it is stronger,"
American military planes
have refueling rights in
Morocco; our nuclear vessels
have access to Moroccan ports,

Hassan has permitted the Voice
of America to set up a powerful

transmitter in his country and it
is presumed that our rapid
deployment forces have the
right to use facilities in

Morocco,
American and Libyan war
planes have engaged in combat
over the Gulf of Sidra and the
possibility of further clashes is
always present,
The Libyan-Moroccan ties
present a setback for Israel,
Qaddafi competes with the
Ayatollah Khomeini of Iran and
President Hafez al-Assad of
Syria for the dubious distinction
of being Israel's worst enemy.
All three, for their owe
purposes, support the
fundamentalist Shiite terrorists
the Party of God, the Islamic
Holy War and others,
