But the name-calling has not diminished his ability to shoot American policy in the Middle East full of holes and to tighten the noose he, with his Syrian and Iranian allies, seeks to draw around Israel's neck. Libya, like all the other Arab oil-producing states, has suffered a severe drop in income due to the collapse of the world oil market, which considerably constricts Qaddafi's use of money as a weapon. However, the desert ruler and visionary has brought off diplomatic and political coups which have caused consternation in Washington and concern in Jerusalem. His most recent coup came in Sudan, the vast poverty and drought•ridden African expanse which was virtually an Egyptian protectorate and an American ward. Qaddafi helped undermine the pro-Western regime of President Gaafer el-Nimeiry and a few weeks later signed a military pact with the general who had taken power. Even before the pact was announced, Qaddall blustered a warning to the United States to stay out of Sudan's affairs. "Reagan has nothing to do with Sudan," he proclaimed. "Sudan is ours, not an American matter. Reagan must take care of his country and he has big problems there. He doesn't interfere here or his nose will be cut." So far, Washington has been playing a waiting game.
