Writing on the Op-Ed page of
the New York Times, Robert
Davydkov, who writes about the
Mideast for Novosti, a govern-
ment press agency, said last
week that allegations that Israel
cannot sit down with Soviet dip-
lomats at an international con-
ference until Moscow restores its
diplomatic ties with the Jewish
state do not coincide with Mos-
cow's position on the Mideast.
The Soviet policy in the
Mideast, he said, rests on three
principles:
Withdrawal of Israeli troops
from all Arab territories occu-
pied since 1967; • self-
determination, including- an in-
dependent state, for the Palesti-
nian people; and insuring the
right of all states in the region
to live freely and independently.
"Moscow has never shared the
extremist view of those Arab
circles that call for the abolition
of Israel," the writer stated. But,
he added, "We do, however,
criticize and condemn the ag-
gressive expansionist policy that
Israel hai pursued for several
decades „ . We also criticize the
obstructionism that Israel dis-
play toward the Arab people of
Palestine."
Davydkov stressed that the
Soviet Union never questioned
whether or not the state of Is-
reel should exist, He asked,
however, why does Israel think
"that the UN's decision in 1947,
on the division of Palestine, can
be carried out in one part —
providing for the creation of a
Jewish state — while the part
that provides for the establish-
ment of an Arab Palestinian
end* is indefinitely ignored?"
