SUMMER SUIECIAUS

CLOSE-UP

White House Advisor

Continued from Pogo 20

"Ideally," said Bialkin,
"our community would like
to feel that there is an ongo-
ing opportunity for dialogue,
so that our concerns and the
concerns of the White House,
can always be understood by
each other. How that's done,
I think, is a matter of ad-
ministrative detail, rather
than high policy.
"There are those who say
(the liaison) can only be ef-
fective if the person in the
job has direct . -cess to the
President. Thai true, if that
is your only n ins of com-
munication, if le commu-
nity leaders tl) :selves feel
that they have ) other ac-
cess, no other y of going
directly to de rtment or
agency heads.

our concerns h(
' at appro-
priate levels."

"I believe the

"And the fac

administration. So having
somebody is certainly better
than having no one."
Most informed leaders in
the Jewish community seem ;
reluctant to let the liaison
post slip away. Only a few
feel that American Jewry .
has become so politically ,
sophisticated and so well ;
linked with the White House i.
that no official representa-
tive is needed. In fact, the ,
majority appear to agree that
a broad-based advisor to the
President, one that has ready
access and is also a con-
cerned Jew, is probably the
most effective liaison we
could have. Even Republi-
cans show every evidence of
yearning for another
Leonard Garment or Jacob
Stein.
But there are no such
people available, or so Gor-
don Zacks, the vice chairman
of the Republican National
Jewish Coalition, says, and
he ought to know.
The question is whether or
not the Republican power
structure really feels that it
can do without Marshall
Breger, who has become
much too visible and con-
troverisal since the Bitburg
incident. Michael Gale says
he has heard rumors that
Breger is going to accept an-
other appointement in the
Administration, and that if
he does so, the job may be
changed. Gale is not alone.
Kenneth Bialkin has heard
them, too, and so have others
who would not be quoted.
Unfortunatley, neither
Marshall Breger nor Linda
Chavez, his immediate boss,
were available for comment.

But the ground is beginning
to rumble, and before long,
you won't have to put your
ear to it to hear the
changes. ❑
