those concerns effectively put
before the people who make
the final policy determina-

Stuart Eizenstat agreed
that the job ought to be re,
tained, but perhaps for
different reasons;
"I think it would be a mis-
take if they eliminated the
job," he said, "That's not to
say that it has the power and
influence that some wish it
had and inherently can't
have (because you're dealing
with a very circumscribed
portfolio, and advocacy
people don't generally have
maximum influence) but it
would be a mistake to elimi-
nate it because you do need a
