Scores Pact

Jerusalem (JTA) — The Gush
Emunim has condemned a coali-
tion agreement reached in
Kiryat Arba which provides for
the mass dismissal of Arab
workers employed by that
municipality and hiring restric-
tions based on race.
Dianiella Weiss, secretary
general of the militant move-
ment of West Bank settlers, said
last week that while it was pro-
per to favor Jewish labor, there
was no justification to fire Arabs
already employed by the local
council or organizations.
The agreement in Kiryat
Arba, a Jewish township adja-
cent to Hebron, was signed last
month by the United Kiryat
Arba list and the Kach list,
comprising supporters of Rabbi
Meir Kahane. It has been de-
nounced in Israel as tantamount
to apartheid.
Weiss told the Voice of Israel
Radio that she personally fa-
vored the closing of Arab uni-
versities in the West Bank and
the appointment of Jews to head
town councils in Arab towns in
the territory.
Meanwhile, the Likud party
leadership is tryii;ig to replace
the coalition agreement with an
alternative agreement between
a Likud-supported list and the
united Kiryat Arba list which
consists of both religious and
secular elements. This has failed
so far because of personal dif-
ference between the leaders of
the two lists.
At the same time, secular
residents, who make up some 40
percent of Kiryat Arba, were
meeting tonight to discuss the
religious clauses in the present
coalition agreement which are
contrary to their interests. One
clause demands total enforce-
ment of the Sabbath.

Austria Returns
Confiscated Art

Vienna (JTA) — The Austrian
government has agreed to re-
turn to Jewish ownership all
artworks that were confiscated
by the Nazis from Jews during
World War II, the World Jewish
Congress reported last week.
Agreement on the return of
the art was reached in Vienna
last Wednesday in a meeting be-
tween Austrian Foreign Minis-
ter Leopold Gratz and WJC Sec-
retary General Israel Singer.
The confiscated art was given
to Austria by United States
military forces in 1955 on condi-
tion that Austria make "every
effort to return the works to the
extent they had not already
done so" to the original owners
or heirs.
