Soviet Jewry Tied
To Aid For Israel
The House of Representatives
adopted a foreign aid bill July 11
containing substantial new mili-
tary and economic assistance for
Israel. I was floor manager and
co-sponsor.
The measure is an important
reaffirmation of the -United
States' commitment toward as-
sisting Israel in her continuing
struggle against internal eco-
nomic problems and external
political forces which threaten
her existence .. .
In the course of the debate, I
was pleased to offer an amend-
ment which was unanimously
adopted again pointing out the
tragic plight of Soviet Jewry and
calling upon Soviet leaders to re-
lease Anatoly Shcharansky, Josef
Begun, and other prisoners of con-
science. My amendment also calls
upon the Soviets to immediately
issue exit permits to the many
known long-term refuseniks such
as Ida Nudel and Vladimir Slepak
and to pledge to expeditiously
handle the applications of
thousands of Jews seeking to
leave the Soviet Union to join
their relatives abroad.
In view of the upcoming summit
meeting between President Re-
agan and Soviet leader Gor-
bachev, the passage of this
amendment emphasizes the im-
portant position Soviet Jewry oc-
cupies in U.S. policy at a critical
juncture in U.S.-Soviet relations.

I have just finished reading Phil
Slomovitz' informative and in-
teresting article on the "Ritual
Murder Libel" (July 5). May I call
your attention to a very important
scholarly work calledAfes Damim
by I.B. Levinson, one of the lead-
ers of the Haskallah in Russia.
His book was written at the re-
quest of representative rabbis
from Lithuania and Poland in
connection with the blood libel
that took hold in the city of Saslov.
Many Jews were arrested and fear
of a pogrom spread in the city of
Saslov and in other neighboring
Jewish communities. The book
contains a number of out-of-print
historical documents taken from
the law books of the provincial
government of Lvov dated March
16, 1963.
One document cites the many
privileges officially granted to the
Jews by King Sigismond III.
Along with this document comes
Article 21.
This article declares in definite
terms that no Jew ought to be ac-
cused of ritual murder and that
the declaration of Pope Innocent'
as well as the decisions of the
higher courts state that Jews are
not guilty in such crimes, and that
use of blood is contrary to Jewish
law.
It further states that in the
event any Christian guided by an
impulse of his character should
insist on a trial of a Jew whom he
is accusing of ritual murder, said
Christian is obligated to produce
as witness two Jews who are hon-
est dwellers in the city, are prop-
erty owners and are recognized as
Jews devoted to their religion and
only under such conditions and by
a due process of law can the ac-
cused Jew suffer death punish-
ment for the murder committed.
On the other hand, should the
Christian fail to produce such
witnesses, he himself shall suffer
the same punishment.
